Signs of positive development for power offtake of wind and solar projects in Liaoning

In 2020 Liaoning provincial DRC had released a policy (Liaoning DRC [2020]30#) “encouraging” wind and solar project to “voluntarily” sell a portion of their annual energy production (at least 300 full load hours for wind and 100 full load hours for PV) at a very low price of 0.1 CNY/kWh.  

Despite the optional nature of the policy, the pricing had more or less been forced on power producers, justified by strong curtailment risk in the province. This policy has just been cancelled, suggesting an improvement in the pricing and off-take of renewable energy power in the region.
