NEA releases rules for the reconstruction or upgrade of wind farms

China’s National Energy Administration (NEA) recently released a guiding draft for the reconstruction or upgrade of existing windfarms in China. The document details the rules and guidelines for developers wishing to reconstruct or upgrade their current windfarms. Notably, if a project is upgraded, subsidies will be paid according to the agreement of the initial construction year (if the project is under 20 years old and has not yet reached its full life cycle hours), while the remaining on-grid electricity tariff will be decided according to the policy in place for the year of completion of the upgrade. The document also defines the rules for the grid access, land use, etc.
