Industrial and commercial users of 10 kV and above will have to buy electricity directly on the market in Hunan by 2023

State Grid Hunan Electric Power Co., Ltd. issued a policy concerning the direct participation of industrial and commercial (C&I) users in power market transactions. Industrial and commercial users of 10 kV and above should directly participate in market transactions by buying power via power generation companies or electricity retailing companies. Local power grid companies will no longer be able to trade power on behalf of these C&I power users.

Users who have been grid connected before May 2022 will have until the end of December to participate in market transactions, while those who are grid connected after May must do it in the 3 months after grid connection.

NEA has required all power users to participate in power market trading since October last year. For the power users who have not yet registered in the power market, they can choose to participate in trading through the local power grid companies. Market participants, especially power retailing companies, complain about the unfairness caused by the historical privileges of power grid companies. Hunan is the first province in China to clarify deadlines for participating in market transactions.
