Hainan province to form an offshore wind power industry cluster by 2025

Hainan’s provincial government recently released the “Hainan Province Wind Power Equipment Industry Development Plan (2022-2025)”. The plan aims to form a wind power equipment industry cluster in Hainan by 2025, with an output value of CNY 55 billion (USD 8.1 billion) for the entire value chain. Hainan would then strive to develop a 10 GW scale value chain during the “15th Five-Year Plan” (2026-2030).

Two major bases will be built in Yangpu Economic Development in Danzhou city and in Dongfang city. The province has already attracted several leading offshore wind power companies such as Mingyang, Shenergy, Shanghai Electric, Datang, etc., and started the construction of three wind turbines manufacturing projects, with a planned total investment of more than CNY 13 billion (USD 1.9 billion).
