The National Development and Reform Commission and seven other departments jointly issued the “Implementation Plan for Promoting Green Consumption”, a guiding document to stimulate the consumption of green power via power and certificate transactions. It notably:
- Encourages consumers to sign mid- and long-term green power contracts
- Requires that temporal distribution of local green power production be shared with consumers to enable them to consume more green power.
- Requires grid companies to give priority to consumers with high levels of green power consumption when demand side management is necessary.
