The Department of Ecology and Environment of Guangdong Province issued the 2022 Carbon Emission Allowance Allocation Plan of Guangdong Province. The scope of the provincial carbon emission management and trading in 2022 covers 5 industries: cement, steel, petrochemical, paper and civil aviation. Enterprises in these industries with annual CO2e emissions of over 10,000 tons will be subject to this regulation. In light of the overall target of Guangdong Province to control greenhouse gas (GHG) emissions in 2022, combined with the considerations such as national and provincial industrial policies, industry planning and economic development forecasts, the total allowance for 2022 is determined to be 266 million tons CO2e, of which the quota for emission control enterprises is 253 million tons CO2e, and the reserve allowance is 13 million tons CO2e including the auction allowance (~0.5 million tons CO2e) for new project enterprises and the market adjustment reserve.
